Pradhan Mantri Kaushal Vikas Yojana PMKVY

Pradhan Mantri Kaushal Vikas Yojana(PMKVY) is the scheme of the MSDE. It launched in Delhi 16th July 2015. The objective of this Skill Certification Scheme is to enable a large number of Indian youth to take up industry-relevant skill training that will help them in securing a better livelihood. Individuals with prior learning experience or skills will also assessed and certified under Recognition of Prior Learning. Under this Scheme, Training and Assessment fees are completely paid by the Government.

A major portion of the workforce in India does not have desired training skills. The Pradhan Mantri Kaushal VikasYojana (PMKVY) aims to promote professional training amongst the youth of the country. The skill development training programme under PMKVY scheme offers monetary rewards of Rs.8000 to trainees, on the average. So, the prime objective of this initiative is to encourage effective training in the employable sectors. Training programs in this particular scheme comply with the NOS or National Occupational Standards.

Information about the Scheme:

The aim of the PMKVY scheme is to encourage aptitude towards employable skills and to increase working efficiency of probable and existing daily wage earners, by giving monetary awards and rewards and by providing quality training to them. Average award amount per person has been kept as 8,000. Those wage earners already possessing a standard level of skill will be given recognition as per scheme and average award amount for them is 2000 to 2500.

Indian government has launched Pradhan Mantri Kaushal Vikas Yojana (PMKVY) with an objective of making India the skill capital of the world. Approval to this scheme was given in March 2015 and has been implemented by Ministry of Skill Development and Entrepreneurship.This would done by providing training to the country’s youth on various job specific skills which would be utilized under schemes such as Make in India, Clean India Mission, Digital India and others involving various industries such as construction, manufacturing etc.

Benefits Of PMKVY:

Eligibility for this scheme:

One of the core eligibility criterion for any candidate to enroll under the scheme is that they should be an Indian National by status of residence and So who is enrolled under a skill development training program and wants to work in an eligible sector.

  • Dropouts from class 10 or 12 or college.
  • Applicant has to provide Aadhaar card number, mobile number, PAN card or Voter card.

How to enroll for PMKVY:

You can visit http://www.pmkvyofficial.org/Training-Centre.aspx and search for the training centers. You can find it by selecting either the location/sector/training partner. Once you enter your selection criteria, list of training centers along with their name, address and contact number would be displayed. You can contact them and get enroll. Candidate can apply for more than one course as well but remember that reward money will be given only once.

What is the Course fee ?

Training cost will vary according to the course, and the same would communicate by the center and candidates has to pay it. Some centers might not ask for fee but, candidate will have to pay a small assessment fee during the application. Rs. 8, 000 reward which would provide to the successful candidates, after completion of the training so they can used to pay the training fee. So, you have to pay an assessment fee of Rs 800/ Rs 1200 based on the job role. I hope your centre allows you to participate for training in credit basis and they are asking you to pay the assessment fee.

1. Short Term Training:

The Short Term Training imparted at PMKVY Training Centres is expected to benefit candidates of Indian nationality who are either school/college dropouts or unemployed. Apart from providing training according to the National Skills Qualification Framework (NSQF), TCs shall also impart training in Soft Skills, Entrepreneurship, Financial and Digital Literacy.

Duration of the training varies per job role, ranging between 150 and 300 hours. Upon successful completion of their assessment, candidates shall be provided placement assistance by Training Partners (TPs). Under PMKVY, the entire training and assessment fees are paid by the Government. So, payouts shall be provided to the TPs in alignment with the Common Norms and trainings imparted under the Short Term Training component of the Scheme shall be NSQF Level 5 and below.

2.Special Projects:

The Special Projects component of PMKVY envisages the creation of a platform that will facilitate trainings in special areas and/or premises of Government bodies so, corporates or Industry bodies, and trainings in special job roles not defined under the available Qualification Packs (QPs)/National Occupational Standards (NOSs) and special Projects are projects that require some deviation from the terms and conditions of Short Term Training under PMKVY for any stakeholder.

A proposing stakeholder can be either Government Institutions of Central and State Government(s)/Autonomous Body/Statutory Body or any other equivalent body or corporates who desire to provide training to candidates.

3.Recognition of Prior Learning:

Individuals with prior learning experience or skills shall be assessed and certified under the Recognition of Prior Learning (RPL) component of the Scheme. So, RPL has an aims to align the competencies of the unregulated workforce of the country to the NSQF. Project Implementing Agencies (PIAs), such as Sector Skill Councils (SSCs) or any other agencies designate by MSDE/NSDC, shall incentivized to implement RPL projects in any of the three Project Types (RPL Camps, RPL at Employers Premises and RPL centres). To address knowledge gaps, PIAs may offer Bridge Courses to RPL candidates.

4.Kaushal and Rojgar Mela:

Social and community mobilisation is extremely critical for the success of PMKVY. So, active participation of the community ensures transparency and accountability, and helps in leveraging the cumulative knowledge of the community for better functioning. In line with this, PMKVY assigns special importance to the involvement because of the target beneficiaries through a defined mobilisation process. So, TPs shall conduct Kaushal and Rozgar Melas every six months with press/media coverage; they are also require to participate actively in National Career Service Melas and on-ground activities.

5.Placements:

Pradhan Mantri Kaushal Vikas Yojana envisages to link the aptitude, aspiration, and knowledge of the skilled workforce it creates with employment opportunities and demands in the market. So, every effort thereby needs to made by the PMKVY TCs to provide placement opportunities to candidates, trained and certified under the Scheme. TPs shall also provide support to entrepreneurship development.

6.Monitoring:

To ensure that high standards of quality are maintain by PMKVY TCs, NSDC and empaneled Inspection Agencies shall use various methodologies, such as self-audit reporting, call validations, surprise visits, and monitoring through the Skills Development Management System (SDMS). So, these methodologies shall be enhanced with the engagement of latest technologies.

Importance of this Scheme:

The lack of professional and targeted training in employees plagues various job sectors in the country. So, the PMKVY aims at bridging this gap between the demand and supply of trained workforce. As a flagship initiative of the Ministry of Skill Development & Entrepreneurship, the PMKVY also offers rewards and certifications on successful completion of training. Supported by government bodies such as NSDC, affiliated training partners, SSCs or Sector Skills Councils, and assessing agencies, the PMKVY can successfully curb the menace of unemployment in India.
