Because of the Corona period, there was anarchy at that time throughout the entire nation. In order to ensure that no one in India goes hungry, the Indian government worked to implement this program. This policy included a provision for providing free 5 kg of wheat and rice to every Indian household. This programme helps India’s 80 crore impoverished citizens.

  • 3. Indian citizens are eligible to receive benefits under this system. among eighty and 83 crore Indians will make the most of this programme.

Why these measures were necessary?

  • Economic agents, notably impoverished people and small companies are suffering a cash crisis amidst the current circumstances.
  • The nationwide lockdown implemented in an attempt to contain the spread of the novel coronavirus has resulted in financial losses for numerous daily wage workers and informal sector entrepreneurs.

Concerns and challenges ahead

  • Unintentionally, these methods may overlook certain informal labourers and daily wagerers.
  • The implementation of these procedures presents a noteworthy obstacle.
  • There is no shortage of surplus foodgrains in government warehouses; yet, most states require the establishment of a pulse procurement mechanism.

Constraints to migrant workers

  • Although the recent actions are praiseworthy, it’s possible that they haven’t reached every population segment that is at risk.
  • According to the Economic Survey (2018–19), India faces major obstacles to food security because of its limited supply, lack of water, small land holdings, low GDP per capita, and inadequate irrigation.
  • Instead of preparing their own meals, a large number of migrant workers, who frequently do not reside with their families, rely on roadside vendors and dhabas.
  • Just giving away free grains is not enough if you do not have access to fuel or cooking appliances, which makes it difficult to eat enough food.
  • It is not enough to simply encourage migratory workers to return to cities; we also need to address the problem of inexpensive food access.
  • Organisations such as State Food Commissions have not produced noteworthy results.
  • Nutrient-dense food provision is a public health intervention beset by a lack of political will and discriminatory legislation that obstructs its implementation.
  • The nutritional deficiency report provides a chance to evaluate how well the Public Distribution System (PDS) encourages a variety of diets among people who are dependent on government-subsidized food.
  • The concept of “diet diversity,” which quantifies the range of foods taken over different time periods (one to fifteen days), is critical to guaranteeing adequate nutrient intake.

PMGKAY Extention

  • Pradhan Mantri Garib Kalyan Ann Yojana (PMGKAY-III) has been extended until Deepawali, ensuring that free food grains will be distributed to over 80 crore people every month until November 2021.
  • The Food Corporation of India has provided 69 LMT of free food grains to all 36 States and Union Territories as of June 7, 2021.
  • While 23 States/UTs have lifted 100% of their May 2021 allocation, thirteen States/UTs have lifted their whole May–June 2021 allocation.
  • Five of the Northeastern states have lifted all of their allotment for May and June 2021, and Assam and Manipur are in the process of finishing up the lifting of free food grains.
  • In May 2021, FCI loaded 1433 food grain rakes, averaging 46 rakes per day, to guarantee a steady supply throughout the nation.
  • Without any contribution from the States or Union Territories, the Government of India is covering all distribution costs, including food subsidies, intrastate transportation, and dealer’s margin.
  • In the midst of the COVID-19 pandemic, PMGKAY is giving recipients food security by giving them free food grains.
  • In an effort to alleviate the financial strain brought on by the coronavirus pandemic, the Indian government launched a program that offers free food grains to qualified recipients at a rate of five kilogrammes per person each month.

Application Process for PMGKAY Scheme

Since the PMGKAY program is only available to ration card holders, there is no application process required to participate in it. That is why you can use this scheme from your nearest ration depot shop, where ration is delivered by the government under the Food Security Department. Using your ration card as identification, you can receive 5 kg of free wheat and rice per person under this program. But having a ration card is crucial if you want to use this program.
