PM DevINE Scheme:- The PM-DevINE program is notable for its distinct emphasis on the northeastern regions of India. Smt. Nirmala Sitharaman, Union Minister for Finance and Corporate Affairs, unveiled this unique program, called the Prime Minister’s Development Initiative for North-East (PM – DevINE), during the presentation of the Union Budget 2022–2023. Finance Minister Niramala Sitharaman stated that the North-Eastern Council would oversee the PM-DevINE’s implementation. A Rs. 1,500 crore first allocation would be allocated to the new initiative that was introduced in the Union allocation. It would finance social and infrastructure development projects in line with the needs of the Northeast in the spirit of PM GatiShakti. According to the Minister, this will close gaps in a number of regions by enabling women and children to participate in livelihood activities.

But it won’t take the place of current state or federal programs. Prospective projects presented by states will take preference over those submitted by national ministries.

Why a Special Focus on the Northeast?

  • Historical Seclusion: The area has been ignored and kept apart because of its position. East Bengal, which is now Bangladesh, served as the primary communication route before India’s independence. The British gave the tribal territories a great deal of autonomy. The tribal populations in India wanted to keep their independence when the country gained its freedom. Except for Sikkim, the whole region was a part of the State of Assam, which became divided into several new states over time.
  • Economic Neglect: The states lack development and have poor communication infrastructure. Not every state has a significant portion of its railway network connected to it. In addition, there is a lack of good road connectivity and frequent disruptions from inclement weather, landslides, and human meddling. The Northeastern states have not received enough funding to meet their needs for social development and infrastructure. Spending on terrorism, both domestic and foreign, insurgencies, and illegal immigration is out of control.
  • Inadequate Infrastructure: Compared to other states, the northeast region has not developed its infrastructure as much. States like Maharashtra and Gujarat continue to outperform Sikkim and Tripura, despite the latter two gradually catching up with and surpassing the former. A lack of investment and poor infrastructure are impeding the region’s economic growth. A delicate ecosystem and an abundance of wood further restrict environmental approvals for infrastructure development.

About North Eastern Council

Established on November 7, 1972, in Shillong, Meghalaya’s capital city, the North Eastern Council (NEC) is a legislative planning organization created under the North Eastern Council Act 1971. The council represents the eight Northeast Indian member states (Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Tripura, and Sikkim) through their respective Chief Ministers and Governors. The Ministry of Development of the North Eastern Region (DONER) of the Union Government of India oversees the council, which has its headquarters in Shillong.

Although the Council was first established as an advisory body, it has been acknowledged as a regional planning organization since 2002. It now determines the course of action and resolves any shared problems among the Northeastern states. This was done to oversee the state’s social and economic development and provide arbitration in the event that problems arose between them. The Non-Lapsable Central Pool of Resources (NLCPR) provides 60% of the council’s funding, with the remaining 40% coming from the central government.
