The nodal authority, which collaborates with NSS cells at the state level in India, is the public level. It is the responsibility of each state government to establish NSS cells at the state level. Every college in a state has an NSS cell at the university level, which oversees the operations of NSS units situated in schools and colleges. NSS units are volunteer-run by the majority of government and government-aided foundations. It is recommended that establishments use NSS volunteers. There are typically 20–40 understudies in a unit. A party in question from the school or schools oversees them within and reports to the territorial NSS facilitator.
