Login To e District, New Registration

Login To district project could also be a state mission mode project under the e-governance plan, whose main objective has to computerize the public-centric services. During this project, the entire order sequence has computerized. The e District Login project includes services related to certificates, complaints, public distribution system, pension, exchange, Khatauni, revenue suit, and registration employed centers. The govt has acknowledged a service center altogether districts of the state to implement the project and provide services to the general public of those services have provided by District Service Providers (DSPs) at the Panchayat level have established by the institution. The entire development and technical operation of the software of the e-district project done by the National Informatics Center Uttar Pradesh unit. The certificates issued under this project have also integrated with the Digital Locker Project of the govt. of India.

What is e-District?

It is a Mission Mode Project for online delivery of state services to citizens during a time-bound and hassle-free manner nearest to their doorstep through Registered CSC Centers just in case applied through them and on to registered account if applied through citizen portal.

What are the technical specifications for uploading photos & other documents?

The file size of the photo should not be quite 50 KB and thus the dimensions of other documents should not be greater than 100KB.

How am I ready to Resize Images/documents to uploaded to the citizen portal for availing of the service?

I am applying online, what documents do I would like to submit at the counter for processing my application?

You need to submit filled up prescribed form at CSC/Lokvani Center alongside the Passport Size Photo, self-declaration certificate, copies of other supporting documents of the services as mentioned at URL: https://edistrict.up.gov.in/eDistrictup/Services/services_hi.aspx

What do I do if I do not have a legitimate Aadhaar Number?

Aadhaar Number isn’t mandatory for registration or applying to any district’s services, you’ll use a replica of the cardboard, a copy of the Election ID Card, etc. as proof of ID.

How am I ready to view the status of my application?

This can be seen from the ‘आवेदन की स्थिति’ link on the house page i.e https://edistrict.up.gov.in/

Can I edit/delete/update the uploaded documents?

No, once the document has uploaded it can’t be edited/deleted/updated.

What should I do if my application has been rejected?

You will get to apply again after completing the documents/procedure because once the appliance has rejected by the concerned authority; no further action has often taken thereon. For further information on the rationale of rejection, you’ll contact the respective approval authority of the district.

What should I do if my application remains for quite the specified number of days?

Please contact the priority ed approval authority of the concerned district. What happens to my application if I didn’t attach the supporting documents while applying? Your application will reject if necessary attachments have not found at the time of the verification process.

My Issued Certificate isn’t verifying online from the edistrict.up.gov.in. What should I do?

Please contact the concerned district administration/approval authority alongside your original certificates.

What if the eDistrict software doesn’t work on my system?

Either your browser outdated and doesn’t meet the system requirements or your internet connection has simply too slow. e-District Website should view during a screen resolution of 1024 by 768. For best performance, your browser version should be IE 8 or higher.

What to undertake if I forget my registered account’s password?

One Time Password(OTP) based password change link provided on your login screen, apart from availing the facility your mobile number must resist with district portal.

What are the Hindi Font/Hindi Typing tools acceptable in edistrict projects while applying the services?

e District supports mangal font(Unicode) as the Hindi language supported font. Google input tool, in Windows 8.1 or higher version have inbuilt Hindi input tool support.

FUNCTIONS & ARCHITECTURE:

Can eDistrict leverage other eGovernance Components created by different eGovernance Projects under NeGP?

Yes. It clearly stated within the e District Integrated Framework for Delivery of Services on page 4, point 3 that:

“The objective is to optimally leverage the infrastructure created within the type of SDC, SWAN, SSDG, CSC and thus the opposite ICT infrastructure created by the State under various initiatives and harmonize it with the e-District MMP”.

What is the necessity to define Application Architecture within the implementation of eDistrict MMP?

During the pilot program, it has observed that the appliance development took a substantial amount of some time because the System Integrators require to undertake AS IS, TO BE, FRS, SRS, etc. Supported the training acquired during the pilot, it strongly suggested that the States should leverage the work exhausted the Pilot States.

It also noted that several States have some line department applications already online/live, which are providing G2C services. It is necessary to leverage these applications by dovetailing and integrating them within the e District Login architecture.

Is it mandatory for States / UTs during which Pilot e District login projects implement, to follow the same functional architecture? Or can the State/UT revise the Architecture as per IFW?

A centralized platform named Mobile Service Delivery Gateway (MSDG) has created by DeitY. MSDG has developed around open standards and cloud-based solutions and perhaps a key implementation strategy; under the framework for Mobile Governance that was notified by DeitY in February 2012.

Mobile Seva aims to provide a one-stop solution to all or any of the central and government departments and; agencies across the state for all their mobile service delivery needs. The target of the initiative is to provide a centrally host cloud-based mobile enablement (m-enablement) and; mobile-based delivery (m-delivery) infrastructure and platform that allows all Government departments and; agencies to expeditiously offer their services through mobile devices without having to require an edge heavily; in creating their own respective mobile platforms. Mobile Seva enables the integration of the mobile application with the common e-governance infrastructure to deliver public services to the users. Availability of statewide shared infrastructure and services enables rapid development and reduces costs for the integrating departments.

Mobile Seva aims to enable all integrating departments and agencies to supply; their services on various mobile channels like Short Message Services (SMS); Voice/ Integrated Voice Response System (IVRS) Unstructured Supplementary Services Data (USSD), and thru mobile applications (m-apps). It also includes a mobile payment gateway.

It envisaged that originally a few services were often provided to the citizen on mobile apps. The deitY has already created Mobile Service Delivery Gateway to facilitate the use of Mobile Apps. However, within e District Login, it envisaged that at the very minimum; the “status update” on the services should be sent to the citizens. The MSDG/SMS gateway should be leveraged for accomplishing this. (Please ask Para 2.4.4 D on Page 23 Login To e District Integrated Framework for Delivery of Services).

Is it compulsory to integrate MSDG services in eDistrict MMP?

Please ask Para 2.4.4 E Page no. 23.of integrated framework; it’s desirable to use all 5 components within the proposed e-District architecture for enabling e-Services delivery to the citizen.

Is it necessary to finalize the Portfolio of Services? And what is the procedure to finalize it?

Yes, it is necessary to finalize the portfolio of services. The State/ UT is free to prioritize and choose its services; however; the chosen and prioritized services. Please refer to integrated framework document para 2.1 (2) page no 12.

Is it necessary for the state to possess an Application Rollout strategy?

Yes, it is necessary to form a choice on this before going further within the project. The state possesses to decide whether it’s going to use an existing application developed by the same State or adopt an application of another State. Accordingly, steps could also be taken to customize the appliance. Just just in case an existing application is used, immediate steps should be taken on the software application STQC certified if not already done.

SERVICES & PROJECT MANAGEMENT:

Is it necessary to possess e District Project Managers altogether the districts?

e DPMs are an integral neighborhood of eDistrict Login MMP altogether Districts apart from pilot districts. So states / UTs who want to deploy eDistrict Project Managers in Pilot Districts may depute the same from the state funds.

What is the role of Divisional Commissioners, District Collector / Magistrate within the e District Login MMPs?

Divisional Commissioners in states where the Divisional Commissioner system exists will provide leadership and ownership for the implementation of the Scheme at the Divisional level.

District Collector / Magistrate through DeGS shall ensure Planning, Coordination, Monitoring, Evaluation and Guidance for successful implementation of the e District Scheme at the district level.

Certain funds generated by the eDistrict Login application and picked up by the DeGS, what through with the extra funds collected?

The extra funds belong to the DeGS and are perhaps used to enhance and implement existing and new governance projects within the district. Depending upon the distribution model adopted by the State/UT, therefore the revenue portion belonging to the State/UT/Central and other involved entities could also be deposited/ transferred as per prevalent rules notified by the State/UT.
