HRIDAY Scheme, India is regarded as the world’s most distinctive nation. Here dwell people from every religion. Here, nature is revered. We revere the country’s land, which we refer to as Bharat Maa. All things natural are valued, trees, rivers, and mountains included. We have inherited a culture that views everyone with respect and as one of our own. We’ll be discussing culture and heritage today. We Indians all feel a strong connection to our culture. We respect other cultures and work to preserve our own. Indians are flying their flag all over the world thanks to the power of their culture. Numerous historic structures are part of our heritage.

As part of our tradition, we have sacred locations like Kedarnath, Badrinath, Haridwar, Kashi, Ujjain, Red Fort, and Taj Mahal. It is our responsibility to appropriately preserve these legacies so that future generations can witness examples of our antiquated culture in action. Our Indian government is ready to assist in the development and maintenance of these cultural treasures and is putting various plans into action. ‘HRIDAY plan’ is one of these programs. Its goal is to properly develop and sustain the Indian cities that are well-known for their historic features.

What is the ‘Hridaya Scheme’?

The Central Government introduced the “National Heritage and Promotion Scheme” (HRIDAY) on May 21, 2015. The country’s attempts to protect its unique cultural legacy led to the implementation of this plan. This program has been in place for seven years and continues to operate as it does now. The Central Government has budgeted roughly Rs 500 crore for this programme. Through this program, the Central Government hopes to improve a few of India’s largest cities. The aim of this project is to develop and promote certain Indian cities that are well-known for their historical significance and unique offerings. The program’s objectives are to maintain cities in an efficient manner, make them smarter and cleaner, and improve and transform them from a tourism standpoint.

The goal of the Government of India’s mission mode project, HRIDAY, is to integrate the efforts of multiple stakeholders, including government agencies, non-governmental organisations, local bodies, citizens, and those involved in cultural heritage rejuvenation, urban planning, economic development, and management, on a single platform in order to achieve sustainable development of India’s historic cities through an integrated and inclusive approach.

Objectives Of the HRIDAY Scheme

The following are the goals of the HRIDAY scheme:

  • Planned, developing, and implementing infrastructure sensitive to cultural heritage is the purpose of the concept.
  • The HRIDAY program seeks to conserve and revitalise historic sites so that visitors can have a direct connection with the city’s distinct identity.
  • The aim is to improve the standard of living for tourists by implementing and improving essential amenities and services including water taps, street lighting, public restrooms, and the use of contemporary technologies.
  • To build a heritage-based sector that is inclusive and to increase local capability.
  • To provide infrastructure and service delivery in ancient cities’ central regions.
  • To preserve the building and natural heritage while also establishing strong connections between tourism and cultural resources.
  • To maintain and restore urban heritage in an adaptive manner, as well as to create technologies suitable for retrofitting of old structures.
  • To create and oversee successful public-private alliances for long-term, sustainable urban revitalisation.
  • To use contemporary ICT capabilities to digitise cities and contemporary security and surveillance techniques, like as CCTV, to make them safe.
  • Help improve these historic cities’ accessibility, both mentally and physically.

Indicative Components Of the HRIDAY Scheme

The HRIDAY program focuses on four key areas: physical infrastructure, economic infrastructure, social infrastructure, and institutional infrastructure. Its goal is to revitalise the spirit of designated heritage cities. The following are the HRIDAY scheme’s indicated components:

  • Heritage mapping and documentation that results in a heritage management plan. This was accomplished by enumerating the city’s tangible and intangible cultural assets and mapping them using a geographic information system.
  • Service delivery and heritage revitalisation are intertwined. The creation of cultural events, fairs, festivals, museums, and connections between heritage sites and different city and community service offerings were all included in this.
  • The growth of skills and knowledge management made up the third indicator component. The creation of websites, city maps, brochures, catalogues, digital display boards, direction pillars, and other materials fell under this category. It also included training local tour operators, guides, and craftspeople.

Implementation Of the HRIDAY Scheme

  • The Ministry of Urban Development oversaw the planning, development, and implementation of the HRIDAY Scheme. The national project management organisation was the National Institute of Urban Affairs.
  • To implement the HRIDAY Scheme, a number of institutional institutions were formed at both the national and city/urban local body levels. They are listed in the following order:
  • On a national scale:
    • The HRIDAY – National Empowered Committee, or HNEC, was established to give the plan general approval as well as direction and advice. The Chief Secretary of the relevant State and the Secretary of the Ministry of Urban Development served as co-chairs.
    • The Mission Directorate was given the authority to carry out tasks like creating investment plans, managing cultural assets, and putting plans into action through several Public Works Organisations and NGOs. The National Institute of Urban Affairs, which was suggested to serve as the national-level project management organisation, provided them with technical assistance.
  • At Local Body Level (City/Urban):
    • To keep an eye on, assess, and oversee the local implementation of the HRIDAY program, advisory and monitoring committees were established at the city level. When necessary, it also suggested making mid-course adjustments to the implementation tools.
    • A Mission Directorate was established at the municipal level as well, and it served as an extension of the Mission Directorate at the federal level, operating as a fully functional project implementation organisation.

Impacts Of the HRIDAY Scheme

The HRIDAY Scheme’s mission concluded on March 31, 2019. The following are a few effects of the HRIDAY Scheme:

  • The plan encouraged the creation of connections between important historical sites and initiatives pertaining to public infrastructure. It was also essential in reviving the urban infrastructure surrounding the historical, religious, cultural, and tourist attractions of cities.
  • There are about fifty-nine finished roads that go to heritage sites in Varanasi, Amravati, Ajmer, and Amritsar. Cities like Amritsar, Puri, and Ajmer have revitalised their public parks and gardens.
