Ayushman Bharat Yojana List: Ayushman Bharat Pradhan Mantri Jan Arogya Yojana is a national public health insurance scheme of the Government of India that aims to provide free access to health insurance coverage for low-income people in the country. Broadly speaking, the bottom 50% of people in the country qualify for this scheme. So, the Ayushman Bharat health scheme provides financial protection to 10.74 crores of identified occupational categories of poor, rural households, and households of urban workers. Hence, the project provides an annual health cover of Rs. 5,00,000 per family (on a family floater basis).

About Ayushman Bharat Scheme

Ayushman Bharat has been announced by the Government of India in the Union Finance Budget 2018, which has two main pillars, setting up one lakh health and wellness centers in the country and connecting 10 crore families with a health insurance cover of Rs 5.00 lakh per year.

The main aspects of the Ayushman Bharat Scheme are as follows:-

• Under the scheme, the rural families identified in the Socio-Economic Caste Census (SECC) from D-1 to D-7 (except D-6) will be covered and the identified occupation-based urban families will be included. Also, some categories of families will be automatically included.
• In addition to the beneficiaries identified in the Socio-Economic Caste Census (SECC) under the Prime Minister’s National Health Security Mission under the Ayushman Bharat Mission, M.P. It has been decided by the government that the eligibility slips supplied in the food security and the laborers of the unorganized sector should also be included. In the coming time, the beneficiaries of other schemes or other sections of society will also be considered for inclusion in this scheme.

आयुष्मान भारत योजना के बारे में

आयुष्मान भारत की घोषणा भारत सरकार द्वारा केंद्रीय वित्त बजट 2018 में की गई है, जिसके दो मुख्य स्तंभ हैं, देश में एक लाख स्वास्थ्य और कल्याण केंद्र स्थापित करना और 10 करोड़ परिवारों को प्रति वर्ष 5.00 लाख रुपये के स्वास्थ्य बीमा कवर से जोड़ना .

Ayushmaan भारत योजना के मुख्य पहलू इस प्रकार हैं:-

• योजनान्तर्गत सामाजिक-आर्थिक जाति जनगणना (एसईसीसी) में डी-1 से डी-7 (डी-6 को छोड़कर) में चिन्हित ग्रामीण परिवारों को शामिल किया जायेगा तथा चिन्हित व्यवसाय आधारित शहरी परिवारों को शामिल किया जायेगा। साथ ही, परिवारों की कुछ श्रेणियां स्वचालित रूप से शामिल हो जाएंगी।
• आयुष्मान भारत मिशन के तहत प्रधानमंत्री राष्ट्रीय स्वास्थ्य सुरक्षा मिशन के तहत सामाजिक-आर्थिक जाति जनगणना (एसईसीसी) में चिन्हित लाभार्थियों के अलावा म.प्र. सरकार द्वारा यह निर्णय लिया गया है कि खाद्य सुरक्षा और असंगठित क्षेत्र के मजदूरों में आपूर्ति की जाने वाली पात्रता पर्ची को भी शामिल किया जाए। आने वाले समय में अन्य योजनाओं या समाज के अन्य वर्गों के हितग्राहियों को भी इस योजना में शामिल करने पर विचार किया जाएगा।

Deen Dayal Health Security Council (DDSSP) “Niramayam”

To implement the Ayushman Bharat Mission scheme in the state, under the Madhya Pradesh Societies Registration Act 1973, “Deen Dayal Swasthya Suraksha Parishad” has been registered on July 07, 2018, whose registration number is 01/ 01/01/34 is 127/18. So, this Council is working as the State Health Agency, under which the complete implementation of this scheme will be done.

For the present operation of “Deen Dayal Swasthya Suraksha Parishad (DDSSP) Niramayam”, “I.E.C. Bureau”, work has been started in Jai Prakash Hospital Complex, Bhopal.

In “Deen Dayal Swasthya Suraksha Parishad” 3 councils have been constituted as follows:-

• Advisory Council
• Governing Council
• Executive Council

Bank Account

For the operation of the scheme, the savings bank account of the council has been opened in ICICI Bank by selecting the bank through open competition. The center and revenue of the scheme will be deposited in this bank account. So, the above savings bank account has been linked to PFMS for receipt of central share. In the said savings account, all the required I.T. Also, the solutions will be provided by the Bank at its own cost.

बैंक खाता

योजना के संचालन हेतु खुली प्रतियोगिता के माध्यम से बैंक का चयन कर आईसीआईसीआई बैंक में परिषद का बचत बैंक खाता खोला गया है। इस बैंक खाते में केंद्र और योजना का राजस्व जमा किया जाएगा। उपरोक्त बचत बैंक खाते को केन्द्रीय अंश की प्राप्ति के लिए पीएफएमएस से जोड़ दिया गया है। उक्त बचत खाते में सभी आवश्यक आई.टी. समाधान बैंक द्वारा अपने खर्चे पर उपलब्ध कराया जाएगा।

Appointment of Transaction Advisory Team (TAT)-

Implementation Support Agency (ISA)

Hence an E-tender has been issued on 15.08.2018 for the appointment of an Implementation Support Agency (ISA)
So on the basis of this Vidal Health Insurance Company has been selected by adopting transparency.

Initially, the appointment of the agency will be for 02 years, after which this period can be extended for a maximum of 01 year after the assessment of the work. Also, or the audit of the works being done by the Implementation Support Agency (ISA), the appointment of a Third Party Auditor will be done in a transparent manner by adopting an online tender process.

कार्यान्वयन सहायता एजेंसी (आईएसए)

कार्यान्वयन सहायता एजेंसी (आईएसए) की नियुक्ति के लिए 15.08.2018 को एक ई-निविदा जारी की गई है।
इसी के आधार पर पारदर्शिता अपनाते हुए विडाल हेल्थ इंश्योरेंस कंपनी का चयन किया गया है।

एजेंसी की नियुक्ति प्रारंभ में 02 वर्ष के लिए होगी, जिसके बाद कार्य का मूल्यांकन कर इस अवधि को अधिकतम 01 वर्ष के लिए बढ़ाया जा सकता है। कार्यान्वयन सहायता एजेंसी (आईएसए) द्वारा किए जा रहे कार्यों के ऑडिट के लिए ऑनलाइन टेंडर प्रक्रिया अपनाकर पारदर्शी तरीके से थर्ड पार्टी ऑडिटर की नियुक्ति की जाएगी।

District Implementation Unit (DIU)

For the successful implementation of Ayushman Bharat, as per the instructions of the Government of India, the District Implementation Unit (DIU) has been constituted as follows, in which the officers already working along with their current responsibilities will also perform the duties of the posts mentioned against their designations in the DIU.

DIU consists of the following officers:-

• District Collector – Chairman,
• District Malaria Officer – District Nodal Officer
• District Program Manager (NHM) – District Program Coordinator
• District e-Governance Manager – District Information System Manager
• District Media Officer – Public Grievance Redressal Manager
• District Community Mobilizer – District Program Co-ordinator

Empanelment Process

Panel Approval Board has been constituted under the chairmanship of the Operating Hospital Administration. Hence in this scheme, for all government hospitals, government medical colleges, private hospitals, private medical colleges, etc, the process of empanelment/registration is being edited online according to the instructions of the Government of India, and the D.Panel process has been determined going.

• So in the first phase, all district hospitals and government medical colleges have been deemed to be self-impaneled.
• In the second phase, a target has been set to associate Community Health Centers (CHCs) with the scheme.
• Also, in the third phase, a target has been set to associate PHCs with the scheme.

The following criteria are set by the Government of India for private hospitals-

• NABH Affiliation,
• minimum 10 beds
• Compliance with Nursing Home Rules 1972
• Also, all relevant norms issued by NHA for super specialty

Trust / NGO The empanelment will be decided by the committee constituted at the government level

Prescribed Treatment Package: Ayushman Bharat Yojana List

Package rates related to treatment have been fixed so that hospitals cannot charge arbitrarily for treatment and cost control can be maintained. So these package rates have already been fixed by the government. So the rate of Ayushman Bharat Yojana will include all types of treatment-related expenses (medicine, investigation, transport, pre-treatment, post-treatment expenses), in which a total of 1350 packages of 23 specialties, 472 reserved packages for government hospitals as well as additional package facility and 10 days follow up is also included.

इलाज से जुड़े पैकेज रेट इसलिए तय किए गए हैं ताकि अस्पताल इलाज के लिए मनमानी न वसूल सकें और लागत पर नियंत्रण बना रहे, ये पैकेज दरें सरकार द्वारा पहले ही तय की जा चुकी हैं। आयुष्मान भारत योजना की दर में सभी प्रकार के इलाज संबंधी खर्च (दवा, जांच, परिवहन, पूर्व उपचार, इलाज के बाद के खर्च) शामिल होंगे, जिसमें कुल 23 विशिष्टताओं के 1350 पैकेज, सरकारी अस्पतालों के लिए 472 आरक्षित पैकेज शामिल हैं। साथ ही अतिरिक्त पैकेज सुविधा और 10 दिन का फॉलो अप भी शामिल है।

Claim Payment

Also, government and private hospitals will submit the claims along with all necessary records. It investigation reports to the Employment Support Agency (ISA) within 10 days of the completion of the treatment. Also, all the claims receive online by the Employment Support Agency. Although, it will examine within 15 days with their final recommendation. So State Health Society (SHA) namely “Deen Dayal Swasthya Suraksha Parishad-Niramayam”. सरकारी और निजी अस्पताल इलाज पूरा होने के 10 दिनों के भीतर सभी आवश्यक अभिलेखों और जांच रिपोर्ट के साथ दावों को रोजगार सहायता एजेंसी (आईएसए) को प्रस्तुत करेंगे और रोजगार सहायता एजेंसी द्वारा ऑनलाइन प्राप्त सभी दावों की 15 दिनों के भीतर जांच की जाएगी। उनकी अंतिम सिफारिश के साथ। स्टेट हेल्थ सोसाइटी (SHA) का नाम “दीन दयाल स्वास्थ्य सुरक्षा परिषद-निरामयम” है। परिषद द्वारा संबंधित अस्पतालों को दावों का भुगतान 05 दिनों के भीतर उनके बैंक खातों में ऑनलाइन मोड के माध्यम से किया जाएगा। इस तरह क्लेम संबंधी पूरी प्रक्रिया 30 (तीस) दिनों में पूरी हो जाएगी।

National Health Protection Mission (AB-NHPM) under the Ayushman Bharat Yojana, in the first phase. The pilot launch of the scheme has been done in 08 districts and 02 medical colleges of the state on 15.08.2018. In the second phase in 21 districts of the state on 27.08. 2018 and the pilot of the scheme launch in the remaining 22 districts. And remaining Government Medical Colleges from 10.09.2018. योजना का शुभारंभ

राष्ट्रीय स्वास्थ्य सुरक्षा मिशन (एबी-एनएचपीएम) के अंतर्गत आयुष्मान भारत योजना के प्रथम चरण में योजना का प्रायोगिक शुभारंभ दिनांक 15.08.2018 को प्रदेश के 08 जिलों एवं 02 चिकित्सा महाविद्यालयों में, द्वितीय चरण में 21 में किया गया है. राज्य के जिलों में 27.08. 2018 और योजना का पायलट शेष 22 जिलों और शेष सरकारी मेडिकल कॉलेजों में 10.09.2018 से शुरू किया गया था। योजना का क्रियान्वयन दिनांक 23.09.2018 को सम्पूर्ण प्रदेश में प्रारम्भ किया गया।
