  • Any university, technical college, or research facility, particularly those with an emphasis on agriculture and rural areas (agro-industries)
  • Any MSME that has an EMR (Note: MSMEs only need to register with Udyam MSME as of 2020)
  • Any state or federal government-led organization or agency that focuses on business management, entrepreneurship, technology, and rural development
  • Any incubation centers already operating under the ministry, departments, or institutions of the federal or state governments, particularly in the agro-based sector; any new incubation centers being established by qualified commercial businesses

How to apply to the ASPIRE scheme?

Apply to the Aspire Plan Steering Committee (of the Ministry of MSME) to get advantages under the ASPIRE plan. The committee is in charge of managerial support, coordination, and general policy.

What are the benefits of the ASPIRE scheme?

Components of the ASPIRE scheme

With the 2019 Budget proposing the creation of 80 LBIs (total budget assigned of ₹62.5 crore) and 20 TBIs (total budget allotted of ₹61.5 crore), the scheme’s scope expanded over time.

Livelihood Business Incubators (LBI):

Establishing LBIs aims to enable individuals to pursue entrepreneurship and create jobs in rural regions by implementing sustainable business models and enterprises. These LBIs can help with the necessary finance and skill development pieces of training.

  • LBIs can be set up under any state or federal government agency, such as the National Small Industries Corporation (NSIC), the Khadi and Village Industries Commission (KVIC), the Coir Board, or others.
  • Additionally, there is a provision for a grant of up to ₹100 lakh or 100% of the cost of plant and machinery (land and infrastructure excluded), whichever is lower.
  • Under the PPP paradigm, agencies can also establish LBIs.
  • Likewise, a ₹50 lakh grant, which covers half of the cost of plant and machinery (but not land and infrastructure), is accessible, whichever is smaller

Technology Business Incubators (TBI):

Through clever and innovative use of technology, TBI facilities are designed to facilitate the expansion of small businesses. In addition to stimulating local economic growth, this will encourage young people to come up with ideas. Supporting the adoption and commercialization of technology, offering value-added assistance in the areas of finance and law, and establishing incubation centers are the objectives.

  • The goal of the Technology Business Incubator is to create new incubators and assist state-run or center-based incubators for agro-based enterprises.
  • Existing incubators are eligible for a grant of ₹30 lakh or 50% of the cost of plant and machinery (excluding land and infrastructure), whichever is lower.
  • For the establishment of new centers, funding of up to ₹100 lakh or 50% of the cost of equipment and machinery (excluding land and infrastructure) is available, whichever is lower.

SIDBI funding initiatives:

Making ₹60 crore available is advised by SIDBI in order to assist in turning promising concepts into profitable endeavors. Providing information to aid in the development of technology is the aim.
