Antyodaya anna Yojana: Under the AAY, food grains were provided to one crore of the poorest households in each state, identified from among the BPL families covered by TPDS, at a substantially subsidized rate of Rs 2 per kg for wheat and wheat. Rice costs ₹3/-per kilogram. The States/UTs were to cover the expenses of distribution, which included transportation and dealer/retailer margins. AAY consequently transferred the whole food subsidy to customers.
AAY has since provided coverage to 2.50 million members of the lowest socioeconomic strata. The AAY program was expanded in 2003–04 to include 50 lakh BPL families led by widows, those with terminal illnesses, persons with disabilities, or those who are 60 years of age or older.
