Salient Features of eNAM
The features of the National Agricultural Market (eNAM) are as follows:
- eNAM portal will enable farmers to display their products through their nearby markets and will facilitate traders to quote prices from anywhere.
- e-NAM provides single window services for all Agricultural Produce Market Committee (APMC) related services and information. This includes e-payment settlement directly in the account of farmers along with arrival, quality; and price of commodities offers for purchase and sale, and other services.
- Using eNAM service, licenses for traders; buyers, and commission agents can be obtained from the state-level authorities for physical presence or possession of shop or premises in the market yard without any preconditions.
- The infrastructure for harmonization of quality standards and quality testing of agricultural products is made available in every market. Recently, common tradable criteria have been developed for 25 commodities.
- Provision has been made for soil testing laboratories for the selected market so that the farmers visiting the market can be facilitated.
E-Nam: implementing agency
Small Farmers Agribusiness Association (SFAC) is the main promoter of the National Agriculture Market (eNAM). SFAC is prepared under the Department of Agriculture, Cooperation and Farmers Welfare (DAC&FW). Selects a partner to develop, operate and maintain the NAM e-platform, through an open tender.
SFAC implements eNAM with technical support from a partner and budgetary grant support from the nodal department. DAC&FW will provide one-time assistance up to Rs.30 lakh per mandi (market) for setting up the e-market platform. Allocation of Funds
The Cabinet Committee on Economic Affairs had nominated a scheme to promote a national agricultural market through Agri-Tech Infrastructure Fund (ATIF). The government has allocated Rs 200 crore to the newly created ATIF and with this fund SFAC will implement the NAM for the coming years.

Objectives of eNAM
The objective of eNAM is initially to create a national e-market platform for transparent sale transactions and price discovery in regulated markets. The interested States accordingly apply suitable provisions in their APMC Acts for promotion of e-trading by their State Agricultural Marketing Boards/APMCs.

- Harmonization of quality standards of agricultural produce in every market and provision of quality testing infrastructure to enable informed bidding by buyers
- Single point recovery of market fee i.e. on first bulk purchase from the farmer
- Provision of soil testing laboratories in/or near the selected mandi so that the visiting farmers have the facility to use this facility in the mandi itself.

- Farmers: They can sell the products without the intervention of any broker or middlemen and thus can get a better return on their investment.
- Traders: Traders will be able to do secondary trading from one APMC to another anywhere in India.
- Buyers, Processors, and Exporters: Buyers, processors; or exporters will be able to procure the commodities from any mandi in India, thereby reducing the intermediate cost. Their physical presence and dependence on middlemen would not requir.
- Consumers: NAM will increase the number of merchants thereby increasing the competition among them. It provides the convenience of stable prices and availability to the consumers.
- Mandis: The electronic system will reduce the burden of the bookkeeping and reporting system as the reports are generated automatically. The tender/auction process is done electronically, hence minimizing the manpower requirements. Monitoring and regulation of traders and commission agents become easier. Transparency in the process eliminates the scope for rigging in the tender/auction process. Keeping an account of all the transactions taking place in the market will increase the market allocation fee.
- With a single license and single point levy for the entire state; an entire state becomes one market, hence eliminating market fragmentation within a single state. It improves the supply chain of goods and reduces wastage.
